2016 F350 Dually "Bucking" While Braking

I've got a 2016 dually F350 set up with a gooseneck that I tow 40' empty shipping containers on. The trailer with a container on it weighs in at about 15K. I have the integrated trailer brake controller in the truck. My trailer is a 2017 so everything is fairly new...

When I come to a light and I'm braking, especially when going 20 - 35 mph, the truck bucks wildly sometimes. This only happens with the (loaded) trailer attached. No trailer or empty trailer and it does not do it. I've messed around with the setting on the controller and set it everywhere from 2 to 10 and everywhere in between. It seems to happen not quite as bad when set to 3.5 when loaded but it still happens.

Do you think it could something to do with the integrated brake controller being too sensitive? Could it be the ABS on the truck conflicting with the braking of the trailer? Sort of fighting each other? I really need to get this fixed as it's not only annoying, it's dangerous. Any ideas / thoughts are greatly appreciated.

Does the truck see the trailer on the DIC ?
Did you set the brake type to match the trailer brake type ?

Sounds like the trailer brakes are activating possible more than they should and maybe the truck trying to compensate it with pulsing of brakes (anitlock brake system).

I did set this in the computer menu on the dash. I have electric brakes.

I've been messing with the level on the integrated brake controller as well. I think it bucks much less on "Low". I just need to find the right combination between Low or Medium and the number of output. I'm thinking 3.5 to 4.5 while loaded and Low or Medium on the output.
