Is it the vacuum line going to the front hub on the ESOF equipped trucks?

Looks like the front axle vent tube that came loose from the metal S bracket that holds it to the frame. Just had to move mine today with my 8" lift install.

the piece laying at the front bottom of the picture has a plastic (white) piece that looks like it broke off from the tube just hanging down....
I may have another shot of it...if that would help?

The post quoted above, is the correct answer to the OP's question.

What is it's purpose? Does it affect anything as is? Mileage?

There will be a minor vacuum leak that will cause your HVAC mode select function to default to DEFROST only (no vent or floor) operation, as well as render your PVH (Pulse Vacuum Hub) Auto-engage/disengage function when 4x4 is selected/de-selected to be inoperative.

Basically, both answers are correct. The differential vent hose is broken off, too.

simply put, you will not have 4x4 with your front hubs in the auto position. you will need to manually put them in the locked position in order for the 4x4 to work. your hvac may also go into defrost when trying to use 4x4, depends on how bad the vacuum leak is.

Pretty easy fix? Just reattach using a new plastic condor?

Yes, if you can obtain one of similar size to the broken one.

It's a very weird connection - the white plastic piece goes through a hole in the bracket that holds the brake line on, the rubber vacuum line slips over the plastic piece to hold it in the hole. I would have thought they they would have run the connection straight to the hub and used one of those plastic tie wrap hose / wire holding jobs to secure it to the bracket.
