Stock OBS has non wastegated 1.15 A/R exhaust housing.
EBPV delete is ok, actuator is common leak point.
Only thing it does, helps engine to warm up(some use it as an exhaust brake though).
1250f EGT is considered to be the redline.
All day long just below 1250f is ok,and short burst abowe doesn't hurt a thing.
Cooling down any turbocharged engine before shutdown is wise thing to do.

sel mods and don't know the terminology... What do all the acronyms mean? Especially appreciated EGT comments. No idea where else to learn this stuff!
Next if I delete the EBPV will I lose engine braking I have now? Engine braking is essential when towing. Apart from 4 in exhaust, truck is stock as far as I know, but in first gear the truck will hold my trailer back on a long steep grade with only minor braking required. Can't lose that.
Will a stronger wastgate actuator give me more low end power with everything else as is? More low end power would make things work much better. High end power is fine, obviously a bit more in the mid range would be nice but I like my fuel economy. Thanks again for the comments so far

You don't have wastegate,if you have bone stock turbo.(If you have OBS vehicle)
Adding a chip will give some ooomph,but stock OBS(old body style 7.3 PowerStroke) has only 90cc injectors.
Early 99s has 130cc and late 99 SDs has 140cc injectors.
EBPV(exhaust backpressure valve)does not do anything with stock programming,after engine is warmed up(unless there is an malfunction)
Some guys uses a manual switch or tuning to activate the EBPV as an exhaust brake.
Deleting EBPV does not affect actual engine braking,this is done by the tranny(with ZF5 manually,with E4OD using manual gears with shifter or transmission control or tuning)
In a diesel using water/meth, may cool EGTs somewhere between 100-300f..Water does the actual cooling as meth is used as an fuel.

If you have an early 99 you do have a wastegate. And should check with the super duty forum, but we can also give you some good pointers. The superdutys have larger I believe 130 or 140 injectors… can’t remember which, but my buddy threw a hydra chip in his and did wonders for him when he towed. If all you want is a reliable tower, I wouldn’t mess with the waste gate. Get a chip and call it. Especially if you have an auto. Shift points will improve much from stock in a tow tune

Your boost number seems low to me. I know, because mine is sub 10psi, and the boost leak jihad is high on my to do list. Depending on where your pyro is reporting EGTs from, seems to me you are well below the ~1,200*F danger zone. I would chase down any boost leaks, and put in a Hydra chip.
