And what is the instrument cluster is that the dashboard where all the gauges are?

Ok nvm that question but how do I access the wires in the cluster do I have to take whole cluster out or just the top of the dash

Remove the cluster and you can access all of the wiring running to it quite easily.

Ok thank you also if I start splicing my electric wires to hook up these new mirrors would that cause any kind of electric problems for the car

Only if you cut or short out something you shouldn't. That aside, no it will not cause any issues.
