Cool 1987 F150 won't start

I've been reading your posts for several months. I recently acquired a 1987 Ford F-150 XLT Lariat that had been running prior to sitting for a few months. The posts here have been very helpful but I have yet to get the truck started. Here's my situation: Truck will start and run on starting fluid. Because of this, I have focused on fuel. It has dual tanks. I have replaced the low pressure pumps, the high pressure pump, filter, and regulator. I have lots of fuel coming from the filter so I'm guessing all is well up to that point. However, there is no pressure at the fuel rail. It does have a bit of fuel but absolutely no pressure. I've racked my brain. I'm wondering if I have a bad injector or two that might be stuck open causing the no pressure situation at the rail. Any assistance is greatly appreciated. I've run out of ideas. I did read a post that suggested pulling the bed rather than dropping the tanks. That saved a great amount of time and effort. Any suggestions? Thanks for reading!
