yes it does, I did this on my old 2002. I put a 2005 F-250 header in with 2005 grille and headlights. Kept the 2002 bumper

The 00-04 bumper will touch the bottom of the 05-07 header panel. I ended up using washers between bumper and frame horn as a spacer to create set-off. Otherwise there was a tiny squeak from the bumper tubing the fiberglass header

And the 05 grille was trimmed. 1.5" I think. Been a few years. There is a great DIY in the F250 section on trimming to fit
