They hit, the jeep was trying to get pulled out of traffic to exchange info. The VW driver claimed they didn't make contact when both had damage. I gave my jeep driver my card and will send the video for her to submit to insurance. The VW didn't look at all when pulling out of her parking spot and went right into the side of the jeep.

Both female drivers. I went by about 10 mins later and they had cleared the scene.
