Holes in Bumper

Trying to decide what holes in the front bumper need to be filled. My guess is that the arrows point to the holes for the front license plate bracket. I don't have a bracket so I can't see if it fits but they're about 5 1/2" apart. Does that sound correct?

If I remember correctly, the holes that are circled are from the bumper guard that was on the truck. I didn't take very good notes when I removed it but I can't see any other use for them so I'll be filling them in.
