Hub lock assembly
On the drivers side hub lock mechanism, there are two circlips that go in the groove (behind the plastic split bushing). It doesn't look normal. The other side only had one.
See two clips, everything laid out starting from the left. I think there should only be one. Two are tight in the groove. The second one may not be completely seated??

Thanks Dave. Mine does not look like that diagram. I have a 1984 F250 with Dana 44HD front TTB. I think it is all stock. My actuator in the chrome hub on mine is all plastic cups and helix. The part in the photos is the internal locking mechanism. The pictures I took are not the best. I think I am going to take one clip off. I have never seen two snap rings in the same groove.

There should not be two snap rings (clips) used.
I would disassemble and check the groove where the snap ring seats. Is it wide enough to fit two snap rings?
If it is wide enough to two snap rings then I think it is worn out or damaged. Perhaps (previous owner or repair shop) mucked it up or came up with a fix for worn out groove (using two clips). Maybe the second snap ring was never seated in the groove. IDK.
