PATS disables ignition not fuel.
2003 F250 does not have PATS.
I believe I would want to check fuel pressure before I committed to a fuel pump swap.

Yes, I said "PATS to be a GO before the spark plugs are fired", not fueled.
Odd sequence of PATS implementation according to the charts -
99-00 F250 < 8500 lbs has PATS C - no starter interrupt
08-10 F-series > 8500 lbs has PATS C or G - with starter interrupt
11-13 - F-series SD has PATS B - with starter interrupt

Have not had a chance to check fuel pressure during the problem as this condition is too random to reproduce. After the truck sits for a day or two, everything works fine until it happens again while I'm driving or trying to get home, usually when outside temperatures are hot.

There are good diagnostic points made already .

With 177 K on the clock, when was the last time "fuel filter" replaced ?

Unknown. I've only owned the truck a little over a month. While the fuel filter is definitely on the list of things to replace, I don't think it's causing this particular issue because once the engine is actually running, it runs well.

I found the invoice from the shop that "replaced" the fuel pump. Not only did they show the wrong part number for the pump, they more than doubled NAPA's price for it. Sent all of the info to the previous owner, mostly to warn him about this shop that he's been trusting. He went to the shop today and they immediately gave him a refund, which he's going to mail to me.

I've found the local tire shops get their parts from a local parts store and DOUBLE the price of the parts. Had a guy at work have same experience, so I justify buying tools for my garage vs their tire shop now.
I had wife's Explorer in for free alignment (I buy the 5-year unlimited) and they gave me their free inspection report.
Every part listed DID need replacement, but the part prices were 2x the local part stores.
Ordered everything from Rockauto, with 5% FTE discount, for 1/3 to 1/2 the price from the tire place. Got a few balljoint tools for my Excursion and superdutys and still paid less for parts, and my labor was just a 6-pack.
