I was thinking GEM module too. Your truck sounds like a 7.3L and I see a mechanical odometer so it must be a 2000 or 2001. Ford re-wired the Superduty/Excursion in 2002 and eliminated the GEM module.

The root of the problem is a leaky windshield but I'm still trying to figure out if replacing it fixes the leak or something else has to be done. I see old evidence of water under my own dash but nothing recent and the windshield was replaced by the PO.
I'm also curious... your turbo whistles pretty loud. What mods have you done to it?

Guessing your airbag light doesn't light up when you first start? 5 sets of 5 beeps is an error code in the air bag system, usually burned out bulb in the cluster, at least on some other fords anyway.
Edit: just looked it up in the 2000 manual... a series of 5 beeps is a fault with the airbag system or air bag dash light. Page 99 in the third printing.

1. Seat belt reminder dinger. It's bulb is probably also out of order.
2. SRS bulb faulty + SRS system has another fault.
The two alarms come from separate modules, one cannot cancel the other.
Since the PO messed with the steering wheel, he probably screwed up both the airbag and the horn at the same time.
Fix the bulbs first, they will give you additional info. Wouldn't be surprised if they're missing. Do the simple key to ON and see if they prove out or not.

I have a feeling there's another thread documenting the "14-month saga"...
The reason I ask is that your truck sounds just like mine. I also have a 38R I'm hoping I'll get used to the sound. It sounds like a jet engine from inside the cab. I can't imagine what it sounds like from outside.
With knowledge of all the work that was done.. I also change my answer from GEM module to something in the steering wheel or wiring.
