It is on random times that after I fill up at a gas station, my truck decides it does not want to start. In fact 99% of the failure to start issues only happen after a fill up. I am typing this now on just such a non start issue. Waiting 20 min and it fires right up. During regular driving, runs like a champ, great power good milage (for a 7.3)
I have tried random "tests" such as driving to the store, waiting for the durration of time it would take to full up my tank and it starts no problem. Any time I try to make it happen I cant.
Fuel filter is clean, CPS is new, fuel punp is working. Dont know if it is a temp sensor thing sending wrong info glow plug issue, or ?????.

its a 2002 7.3 with 125000 miles
I have had the truck for four years and this issue just started last fall (oct 2016). It happens infrequentaly enough to forget about it until it happens again.
Any suggestions or insights would help.

Give us a bit more info on the truck so we can help narrow down the problem but by the things you describe sounds like something in the fuel tank is plugging the pick up tube.
Sounds like the ipr may be failing. It temds to show as a no hot start. Next time it does it try pouring cold water over it. Its under the hpop reservoir. Someone correct me if I'm wrong. I've heard of some using a compressed air can (like a keyboard type of spray can) holding it upside down. I may be way off.

it has done it occasionally at a non fill up situation too, such as going theough the carwash. They sent it through the wash (enginge not running) and when they tried to start it, nope. We pushed it off to the interior cleaning area and 20 min later fired right up.

The situation certainly feels like some sort of temp issue. That is at least my gut feeling.
My vote goes to IPR and its easy enough to check. First make sure that the Tinnerman nut is still on it and tight. Then cool it when it acts up as previously recommended.
Also it's a quick check, look under the 42 pin harness that goes over top of the drivers side valve cover. It can rub through shorting out and not starting. I have had this issue before
