Yeah, I think he should look into what you posted earlier. Checking the EGRV vacuum at idle.

I think the turning relates in the instance that the power steering pump engine strain is affecting the low idle turn more so than the higher rpm turn.

The surging could be related to his TPS, which he can check as well.

Then, in the 88' & 89' books, it states 5.0 only....

Maybe by 1994 Ford took it off. I just remember it being an option when I was buying new power steering lines.
