86 302 bronco correct fuel pressure reading?

Hey Guys..I have an 86 ford bronco (with a 302) running okay but getting very hard to start which is new..it will start after 6 or 7 seconds and idles okay once it starts.. I suspected the in tank fuel pump getting old..I did a fuel Pressure test and it goes from 40 then shoots to 30 and stays right at 30 while running. Is that low or okay? I thought it should be around 40 and stay at 40?
