1999 Ford F-150 4.6L Triton. Bad Squeal Not Belts?

We checked the belt & even quickly removed it and the noise still persists. It sounds like it's coming from the middle/back passenger side of the engine bay. Oil is always in the middle of low & max.
Read online the Camshaft Position Sensor can cause this noise. It was replaced & still makes the noise.
Since the video It has gotten louder & doesn't stop after a few seconds.
Could a vacuum leak make this loud of a noise? I wouldn't think so myself.
Also thinking it might be the starter?
Also I see no codes from my reader.
Any help is appreciated.
