The only reason I can find to block off the primary power valve is for racing where you'll NEVER be in "cruise" - like on the highway. Of course, this is also a large truck, so I wonder if a power valve would even close.
What number is on the power valve? That'll be the vacuum setting required to get it to close.
Problem is, with a closed-off power valve, they usually put much bigger jets in it. So if you put the power valve in, the jets might be way too big. On the other hand, if you don't, at cruise, it'll run full-on rich.

You should have the power valve in there, and you'll probably need smaller jets. But for now, try it out, and get it running first. Jets aren't that hard to change, with the carb installed. Once it's running OK - you'll have to check the plugs and see if they are sooty (running rich) or not.

Ok will pull those and clean after I note the scummyness cuz I'm sure they are filthy the person I bought truck from was a tad careless when it came to maintenance but I had one other ? About the two different size acc.pump diaphragm the old one is the bigger boot style but it came with a big boot and shallower boot will take pics

How deep is the pump cover? I think there's two different sizes, 30cc and 50cc? If you put the small one in a big cover, it won't engage until you're way into the go-pedal which is not what you want.
If it's a 50cc cover, use the bigger diaphragm that goes with it.
