Is there a mod that allows the headlights to stay off when the key is in the on position. 2001 f250

Check your fuse block, could have a fuse to pull for daytime lights.

On my 02, I pulled a fuse to solve this issue.

Pulled #12 fuse under hood so far works. I can't find anything else that was using the same fuse YET.
