Help reading my camber bushing details ?

Help reading my camber bushing details ?
Having a real tough time with my truck alignment.
1. Bought one of the "adjustable camber bushings" because I broke one bushing taking it off. Having a very hard time adjusting it (I'm using a $300 camber/caster gauge).
2. Figured I would just buy another stock one.
3. The other side (stock side) is as shown in the picture below.
What does 04 mean ? 1/4 ? or .4 degrees ?
