Low HPOP Pressure no start need help
I am unsure of what is wrong, story is i am helping someone fix their 97 e250 with the 7.3 powerstroke. I Plugged in my scanner and am not getting more than about 140psi in the hpop. He told me he replaced the ipr the icp and the cps. I tried unplugging the icp and still nothing. duty cycle is at 67.5 or something in that range (was 60 something i dont remember exactly) I am left thinking that it is the hpop itself or even the pcm. i pulled the valve covers looking for oil being pushed out from orings(he also replaced) or a stuck poppet and saw no oil coming out of anywhere.
a buzz test yielded code p1294 but all injectors buzzed. the UCH was all together and everything as well. I am at a loss, can someone please point me in the right direction?
I can get a 2001 HPOP, would that work on the 97? i know they have different angled something..

There is quite a few places that low hpo can be caused by. It seems surprising that the hpop would just up and quit. But it has happened before. Places I would start are ensuring the hpop reservoir is full, icp and ipr pigtails are in good condition and properly connected, the tin nut is tightened onto the ipr, if that's all good I would investigation the wiring harness that goes under the fuel bowl. Also is he sure that the ipr orings didn't get damaged or rolled upon instalation?
