egr error 48%?

egr error 48%?
Hi! I was scanning my truck and saw that commande egr error is 48 or 49 %.
As i remember when truck was ok it changed 0 to 99%? Does it means that mine egr valve is stuck in one position? And if i think logically when mine dpf is clogged, backpressure can hold it in this position,,am i right? And when i change the dpf with new one, backpresuure will go down and egr valve can open normally? or it is definitely stuck and i need to change it?
