Found a dealer ordered F350 that will arrive ETA 2 weeks that's optioned almost exactly as I would order. Its just missing the snowplow prep and PTO, can these be added later?

Everything can be added later for the right amount of money.
The PTO can be added just by replacing the transmission with a PTO capable transmission.
This is probably the fastest and cheapest way to go -- get a PTO-equipped reman transmission from a reliable vendor, swapping, and then selling off the non-pto stock unit with virtually no miles.
