Nvrmnd, I got a response from fordtechmakuloco. Apparently it is a heater control valve. I knew it had something to do with the heater, bcuz one of the lines goes into the firewall. I just had no clue what specifically it does..... well I still have no clue, I just know what it's called.
Vacuum is applied to the valve when the AC control is in the MAX position. When vacuum is applied, the valve closes and shuts off coolant flow to the heater core. Keeping a 200° heater core out of the plenum when in MAX allows the system to work better under extreme operating conditions.
