First thing I would do is change the relay. Don't even mess with the pump if the relay is bad. No need to change a possibly good pump.

Your relay is probably in the engine bay and easy to get to.
In our 2002 Excur and 2003 Exped Ford soldered the fuel pump relay in the bottom of the fuse panel.
