Cranks but will not start..help!

1994.5 f250 7.3 direct injection.5 speed , New glow plugs , new starter relay. The fuel bowl fills up with fuel when I crank it. All my fuses are good. Tach bounces up and down when I crank it. What do you guys think ???

Any smoke out the tailpipe? Batteries fully charged?

No smoke, I have to use a craftasman jumper box to crank it, I should probably get new battery's

The wait to start light doesn't come on either.

Need to check fuse to PCM and remove fuel bowl heater wires. Could have shorted out. It's not needed really.

All fuses are good. where are the fuel bowl heater wires located, can I do a fuel bow delete? if so where should I look for instructions/help on how to do it,
