I am installing a new carb and there is a copper pipe running from the exhaust manifold (EGR?) to my old carb. My new carb does not have this fitting. Can I cap this pipe or connect it to my vacuum tree? Also, is the hose coming from the passenger side valve cover the PCV valve and is that the hose that runs and connects to the front of the carb? My new carb is an Edelbrock performer 500 with electric choke by the way.

You can cap the tube or remove it from the manifold and cap/plug the manifold being as how the new carb has an electric choke. If you cap it at the manifold, use a steel plug for heat reasons. The factory heat tube was designed to prevent carb icing.
Just a heads up.....In the USER CP, edit your signature to include the specs of your truck, that way when you start a thread, everyone knows about your truck. Like mine is at the bottom, making things a lot easier.
The Oil Breather Cap in the left valve cover serves as a PCV port as well as a breather feeding to the air cleaner. The hose from the cap to the air cleaner feeds to a Breather element inside the air cleaner housing.
