Do the hood release and foot brake pedal have to be removed to access the wire boot, on the driver side?

I have both ends of the boot loose.

I ran the wiring on the passenger side but I'm having difficulty on the driver side.

 

The lighting changed and I could see the kick panel that I needed to remove.
I thought it was still out, from when I worked on it, last year.

It's done, well, almost, I still have to install a switch and connect everything.
