I'm drawing a blank on the 4 bolts on the side of the turbo, the ones I'm thinking of hold the exhaust outlet onto the turbine housing, and there should be no oil there. If there is oil there, the inside of the exhaust downpipe should be oily, which would point to the seals in the turbo, which would mean a turbo rebuild.

The exhaust outlet has just 3 bolts... If it were oil from the turbo leaking into the exhaust at that rate you'd have a huge, can't-miss-it blue cloud of smoke, not a puddle in the valley.
Either its the HPOP plug like Adam said, or the o-rings on the turbo/pedestal.
By the way, there is no fuel shut off valve or switch or whatever they told you.
So cruising HPO pressure is like, what, 1200-1500 psi, right? OK, so clean everything up really good. Start the truck in park, let it warm up idling. Look for leaks. If its all still dry, then start free revving. Everytime you smash the pedal to the floor the pressure will go way beyond 1500 psi, then you should be able see where the oil is coming from. If that still doesn't work, then go power brake the crap out of it for a few seconds. lol

Thanks for the update. This is the first time I have heard of a leak from this. It is part of the exhaust back pressure system. That large bolt" looking thing is the sensor , and it has an o ring around it. Remove the small bolt, and the clamp will come off, then pull the "large bolt" straight up. You will see the o ring around the sensor. It might be a good time to delete the EBP, as it is not needed. The bad thing is the turbo has to come off to do this, as the guts in the pedestal have to come out, and holes plugged, or a deleted pedestal needs purchased. I bought a deleted pedestal, and it had a 3/8" pipe plug in the "large bolt" in your pic, and a 1/4" pipe plug in the front where the actuator shaft was, after the guts were removed.
