I like your idea that the vent is twisted a bit. However, I had to replace the vent because the original one was rusted out. It would be a real coincidence if both the old and new vent were twisted the same way. I think the problem is with the lift mechanism but I can't figure out how to adjust it. Not much there to bend.

It was flat once. So what caused it to twist? Maybe someone tried to force it shut with something stuck in there. So do the reverse and using small shims on the passenger side, close it until it is level. Remove the shims and try it. If it is still uneven, repeat the process with thicker shims until it is level again.

Dan, I had the same problem, drivers side too high. If you arte only interested in how it looks fully open or fully closed, you can adjust by loosening the lock nut on the handle linkage and moving the vent handle towards "open" then retighten the nut, it will apply more closing pressure to the vent and pull the higher side down. Worked on mine!
