If you can get a nice 7.3 with those miles for that you will be doing well. Everyone thinks the 7.3's whether in the trucks or the excursion are worth gold if the vehicles nice. I would recommend the v10 unless you need a diesel. Can't beat the bang for the buck and less up front cost and maintenance.

way more to consider then mileage , $12,500 could be a bargain. depending on the condition it could be a deal at $20,000 or not worth $2000. other then the mileage you have not given us much to go on. you need to go inspect it and evaluate it on its own merits.

Post a link or some pics and let us pick it apart. As Camo mentioned evaluate on the merits of the specific vehicle.
As to KBB in your OP, meh. It is nothing more than an average.

KBB, NADA guide and the like use the sales tax data from the DMV as well as their own propriety formulas to track vehicle sales and average out "values", while it is a somewhat useful tool to get an idea of what a vehicle is worth it is really more useful info for the insurance companies then it is for figuering out a specific vehicles value.
I know in my case, I would not consider selling mine for anywhere close to even the highest value KBB list ( I have had cash offers at 2 times high KBb and laughed at them....ok maybe not laughed as much as snickered silently ) if mine was totaled I would be very sad to get the KBB amount from my insurance company.
post up some details, lots of experience folks here with good insight to help you out

also, what city, state are you in and are you willing to travel ?
I saw a minty, completely stock 2000 7.3 4x4 Xlt with 93k for $16.5 the other day in Sacramento. it would be worth the effort imo. ( unfortunately it isn't on CL and I didn't write the number down, hopping to see it around town again )

Aha, a more complete picture...let your seller establish a price, if reasonable (given condition, miles, options) at or below KBB, NADA or Black Book, buy it.
Generally, the seller of a vehicle has emotional attachment to the aforementioned vehicle and they tend to ask for more than it's worth.
If he "trusts" you and asks you to name a price, offer what you feel comfortable giving below BOOK values. You can always go up in your offer.
