Given the size of it, I don't see how the metal "flapper" plate could have been pushed down into the hose. Someone had to have removed it from the top. If something that large was lodged in the pipe, there is NO WAY gas would even be able to get down into the gas tank.

Have you contacted the painters about this? Seems pretty clear they put something together wrong. Maybe they pulled that inner vent out of the pipe and failed to reinstall it. Or maybe they damaged your filler neck when removing the bed, and threw on some replacement that uses a different vent (like the '87-up one).
Of course, it's also possible that by neglecting to put that second clamp on, and secure the pipe to the tab/clip on the bedside, they created a bend in the filler hose that requires the fuel to go up before it goes down into the tank (between the tab/clip point and the frame), causing a venting issue. I've seen lots of filling/venting issue threads, esp. with the diesels, and one "remedy" is to drive the LR wheel up on a block. This creates a more downward flow of fuel into the tank.
Just guessing here, but maybe that bit of upward flow caused by the end of the neck sitting a bit lower (you can see the gap between the neck and the tab that's supposed to be holding it) is what's causing the issue. So you may want to start with replacing that clamp, and see if the new position of the neck/hose helps.
Still pretty negligent on the part of the shop that painted it.
