2000 Excursion 7.3 - chip, exhaust

Anyone with a shop/garage around the NH area willing to help figure this out? I posted the thread below. I have a scan tool, need some help from someone diesel/7.3 experienced - mech around the way is saying to replace HPOP - while that may be it, people on the board don't seem to think so. Don't care if I have to pay, bring beer, etc - just want to correctly diagnose what the cause is - thank you
