Why discard screws when removing door latch?

Those bolts are designed for single use. Once torqued to spec then removed, the stress within the bolts themselves weakens the metal. Being an important safety component (you don't want the door popping open in a collision or rollover accident) they need to be replaced with new bolts to maintain the original safety design.
Look at it this way - a door popping open in a collision removes the door as part of the safety cage and allows collapse of the cabin like the roof and the pillar between the windshield and door. Failure there increases the possibility of major injuries to the head and neck of the occupant sitting in the affected seat. Same for buckling of the floor.
If you lookup crash testing on YouTube you can see slow motion videos of how the car crushes and see how the door is an integral component.
For the few bucks - it's worth replacing.
