95 7.3 won't go over 45!!

No smoke, but where is this sensor located? Up to the left of the fuel filter?

There are 4, 2 on each side. Thats what they look like when the short out. One is under the turbo, one is virtually under the GPR, and the only easy one to see is back on the passenger side valve cover.
