Do I need a new fan clutch?

I've got a 1990 F250 with 5.0 engine. I rebuilt most of the truck (stock) all winter and now I'm working out the final kinks and test driving it around the neighborhood. I am noticing a lot of fan noise when driving it around even at RPM ranges between 2K and 3K. Does this indicate that I might need a new fan clutch or do these trucks generally have lots of fan noise?

Best way to test your fan clutch is try spinning the fan with the engine off LOL it should move but not spin very far. They do make noise.
