I'm not sure what a "plasma LED" is, since it is two different lighting technologies. I have a feeling it's more of an advertising naming gimmick than an actual technology.

That's not a very good deal. If you're inclined to replace all your instrument cluster bulbs for LEDs, you can buy all of them for less than $20.
I replaced the blinkers and high beam indicator bulbs with LEDs and that was a huge mistake. They're way too bright and strained my eyes during night time driving. I put incandescent bulbs back in for all the indicator lights. I replaced the larger 194 bulbs (backlighting) with LEDs because you can adjust the brightness with the dimmer switch.
