Rear brake issues..

On my 86 f250, the rear brakes don't seem to be grabbing, but in the morning (sometimes) when I step on the brakes the rears will lock up. It'll do that once maybe twice then that's it. Brakes feel stiff again and I don't stop as well. I replaced the master cylinder thinking something was internally wrong because over time the fluid from the rear reservoir would somehow end up in the front brake reservoir and would run out the cap and onto the inner fender. I have not driven it much with the new master so the fluid level seems to be okay in both reservoirs. Could this be a prop valve issue? The brakes have been bled sufficiently, the pedal is hard and not spongy. Fluid does flow freely to the rear when bleeding so I am at a loss for whats really going on? My next plan is to pull the prop valve, take it apart and make sure everything looks good but I don't really want to open the system up (again) unless I have to. What do you guys think?

Pull the rear drums and see if you have a leak. Your shoes may be soaked with oil or brake fluid.
