My 2004/ 4.6L F-150 had misfire issues and rough idle. Since changing the plugs and a COP the idle is better. It seems to stutter a bit at low RPMs around town, but it fine at higher RPMs. I'm looking for ideas of what to check next. Also since fixing the misfire and clearing the codes from the computer it won't enable all the emissions monitors. I've drive over 100 miles and the EVAP monitor still isn't on. Any ideas? The truck has about 213K miles on it.
The EVAP monitors are usually the last to run. You usually can still pass emissions testing with one or two incomplete monitors. Check your local regulations, if any.
I had misfire codes that I was able to clear. In NH I've been told that a 2004 vehicle can have no monitors pending to pass emissions inspection. How long unit the EVAP sensor monitor to turn on? Could that have something to do with the motor being sluggish at low RPMs?

I found all the conditions that must be meet for the EVAP Monitor Tests to complete to be surprising. The "attached table" is from page 17 of the Ford Motor Company OBDII Theory of Operation Manual. It might assist you in 'creating' the correct conditions for the EVAP Monitor Tests to complete. ((Unless where you live is over 8,000 feet elevation - LOL)) But engine soak time, fuel tank level, intake air temp and a bunch of stuff has to be just right or the test is cancelled - (I think) for the rest of THAT drive cycle.
