Some people use a Bluetooth adapter (can't be a cheap one) and an android phone or tablet to connect to the OBD2 port in this generation of Powerstrokes.

If you post your location maybe someone close could drop by and hook up to your OBD2 port to see if it works.

Android/Bluetooth solution also requires software. Over on "the Nation", there's a loooong thread on how to use Torque Pro with the OBS PSD.

What to do if my truck is not running?

welcome to FTE!!!
check with your dealer first, a lot of them will not longer reflash a PCM as they no longer have the tools to do it.
and you would have to bring the whole truck to them, they will not do it to a removed PCM.
with that said, there are a few reputable companies out there that will repair/flash a PCM, but it is around $350 last i saw.

I am not going to claim that I know the issue or that what is going on with your PCM is what I have seen recently, but I have had THREE 94.5-1995 and ONE 1996 F250s/F350s come in here the last 13 months that have PCMs that will not communicate with scanners and two that would die after a few minutes of running because the internal clocks were drifting. The PCM/IDM, and scanner/flash devices need to run at the same baud rate to convey information and when the clock timing variance becomes too much, everything quits working. This is why this era of 7.3L has such issues with flash programmers "bricking" the PCM.

Finding a compatible 1997 PCM is going to be the long(er) term fix for these vehicles and unfortunately soon, they too will be no good.

Unless my knowledge is out-of-date, these trucks still won't communicate with conventional OBD-II scanners. What has worked best for me is a USB scanner connected to a Windows PC running ForScan.
