see if it enters programming mode for adding new or additional key fobs if it does it has keyless entry if it doesn't then it doesn't have it.

At this point you are going to need to pull the door panels to physically check wiring in the doors to see if the power locks are present and connected. The doors could have conceivably been replaced or the locks removed. If the locks are present and connected, start at the switch to look for power and follow the wires back until you find where the power is being lost.
As for RKE, you'd probably be money and pain ahead to purchase and install an aftermarket unit. You could buy an RKE with remote start for less than the cost of OEM. If you do go with OEM you are going to have to have the PCM flashed by the dealer.

So assuming I don't have a RKE does that mean there is no module that controls the door locks that I need to worry about? I read somewhere that some people are having luck disconnecting the battery for a few.

Given that the truck is a theft recovery, I'd start with the advice already mentioned and remove the door panels to see what is there or isn't there and trace back through the system until you find your answer.

These days, everything goes through some sort of control module. The question is whether or not it is one that requires being flashed or not.
dscabra and I agree that you need to physically inspect the system before you can get much further.
