Ok, but I can hear my fuel pump click on and off like it normally should. If it's not the pcm what else could it be?

That just tells us the clock is working in the PCM computer.
Do you have spark with the SPOUT removed and none with the SPOUT in place?

My truck will run. but it runs funny, really shaky the idle bounces up and down. It's acting like it's a vacuum leak, but I cannot find one.

Sounds like the EGR valve is stuck open.
You need to run the EEC self-tests.
