Idle trouble and sputtering on 90' Ranger

My 90' 2.3L 4cyl Ranger has been sputtering and having trouble after a cold startup. If i rev the engine up to about 2,000 rpm's before shifting gears, usually the issue goes away. Occasionally, it will stall out after shifting into drive. This truck has been in my family since it was bought new. Virtually everything has been replaced on it, including the fuel tank and pump. There is a strong gas smell, and small leak under the carriage. I have read on other forums it may be the fuel tank filler neck. No check engine light comes on, no issues other than the idling. I drive this truck every day, so I can't have it be out of commission for too long, if it must be at all!
