Looking at a 2016 or 17 350 cc sb 4wd. Looking at the max payload chart for the 2016 models, the 11,300 max GVRW has a payload of 4270, about 500# greater than all the rest, even the 11,500 max GVRW. Why is this? The regular cab with 11,300 is also the highest, but the super cab with 11,300 is not. What am I missing?

The payload packages are determined by the overall configuration, not an option you can select. Generally the higher GVWR goes to the trucks with diesel engines, and the lower payload goes with gas engines. The diesel engine adds ~500 lbs to the truck, so if GVWR only goes up 200 lbs your payload would be less.
Also remember that available payload is HUGELY variable based on how the truck is optioned. The specs listed on the website are assuming a completely stripped down truck. Some have found them to be off by as much as 1,000 lbs. Look at the payload sticker in the door, I believe that's generated using the truck's weight on a scale at the factory.

^^^This. The truck is weighed coming off the assembly line and that weight is subtracted from the GVWR to give the max payload, The decal is then printed. Become real familiar with the impact of trim levels on payload because you will have to educate almost every sales person out there on the concept of payload.
