Will a 1980 351 bolt up to a 1989 351 set up?

+1 and if it is swap the whole topend(heads, intake) from the old motor onto that smogger before you drop it in, that will raise CR from Briggs & Stratten(8.3) up to around 9:1 and make this a plug and play swap.

There is another post on fsb by Booba5185 that is a good thread showing the replacement of vacuum lines with 4mm silicone hose. It's thick walled hose, and I think I got mine from siliconeintakes.com
