What is this part?? Makes buzzing sound when I turn the key

Electric fuel pumps may well make clicking/buzzing noises.
Starter, well, starters wear out.
That being said, one test you can do is to check if it's the solenoid/key-switch or lockout:
Short the two larger terminals together on the relay on the passenger's side fender well.
You should see a relay/solenoid sitting there, with three terminals - two large and one small on top. One of the large terminals will have a bunch of heavy wires, including one from the battery. The other should have a medium black wire. Short the two terminals with a screwdriver and the engine should crank(make sure it's in neutral/park before doing this). If it does, it's a wiring issue. If not, it may well be a worn-out starter.
