Quick question...
Are you using an OBD1 Code tool to retrieve codes or are you using the jumper wire method?
The reason I ask is that I have never heard of 3-digit codes on an '89, and 460 in the same sentence. Most trucks weren't 3-digit until early to mid-nineties.
If the fuel pump doesn't shut off when the truck is cycled to the run position after 1-2 seconds, that usually points to a failed PCM.
It could also be the fuel pump relay is loose or corroded.
Just a few ideas. Please post back so we can help you further.

That was what I was thinking. Weird to think a later PCM, one for 460, would be in the truck now with 3-digit codes. But I know with enough manipulation, it can be possible.

Plug-n-play up to 1993. After that the ignition changed from Push Start to CCD so the wiring is different between the PCM and the Ignition Control Module (ICM). 1995 and up moved the protection diodes (E4OD) from the solenoid pack to the PCM, so more modifications needed to make it work.

Once you replaced the distributor/PIP did you clear the codes from memory? Code 211 is a stored code....
#11
The codes were cleared via disconnecting battery for one day and rechecking codes to see if it was still there. After driving it a few times the code returned but it only comes up under the second "group" of codes. Like 542 comes up under the first group by itself, then it goes to the next grouping where 542, 332, and 211 all come up.

The "second group" are the stored codes. The computer is sensing there is still a problem with the PIP circuit.
Code 211: Two or more successive erratic Profile Ignition Pickup (PIP) pulses occurred.
Code 332: EGR valve opening not detected
Code 542: Fuel pump circuit failur
In light of the constant running fuel pump you have a bad PCM so take the codes with a grain of salt.
