I have a late '99. It's been weak all summer. Took it to the dealership. They put it on the computer and said the only problem was bad injectors. Specifically #8. I replaced them all. It's still weak and now is starting to surge going down the road. I have my suspicions but I'm not a mechanic. Please give me done ideas. Thanks.
What is your oil level, fuel level, fuel pressure, ICP? Have you ever changed your CPS? Look for chaffing under the wiring on the drivers side wiring harness over the valve cover. Check the tin nut on the back of the IPR.
Acts the same regardless of fuel level. Oil is good. CPA was changed this spring. What should it look/do to the icp? Fuel pressure was checked at the dealer, 58 no load.

When under a load, weather pulling a trailer or going up a hill, it chugs/surges a little bit. Could this be a CPS or TPS issue? Time for the hutch mod?

If you use cruise control under same conditions, does it chug or surge?
You can try unplugging the ICP connector on drivers side head. Look for wet/oil in connector. Try driving this way, disconnected. It will trip a check engine light, but see if any different performance.

That's a pretty much worthless test for your symptoms. You need fuel pressure under load.
It sounds like possible fuel starvation to me. Clogged pickup in the tank, fuel pump pre strainer you didn't know was there from previous owner etc.
Fuel pressure under load is important, I'd make something up to check. Sounds like TPS from a stop sign but other tests should be done first. Also have you checked your EBPV, Is it partly closed? If fuel pressure is low under load I'd drop the tank and do the mods, then change the lines and pump if need be.
