PTO Grinds, worn clutch?

I picked up a rusty 2000 F550 dump with a 7.3 manual combo at work and the PTO cable was disconnected. I had my wife press on the clutch. Assuming she did in fact push all the way down on the clutch, could the clutch be worn if I heard/felt a grinding when manually under the truck and engaging the PTO? Or is it just because I didn't have the leverage from my angle? Once engaged it worked fine. I've not really worked on this type of vehicle setup before.

It may just need to be use some to limber it up and lube it up.
