You don't need a template for bumper guards, as the holes are already there-used to bolt the bumper on.
Remove the bolts, place the threaded studs of the bumper guards (made as part of them) in the holes, then use nuts and washers.
They look the same, but looks can be deceiving.
1978: Two different types of bumper guards, because there are two different types of front bumpers: 1964/77 and 1978 before serial number AG,001.
1978 from serial number AG0,001 & 1979 (pic in post #1). You cannot use these guards on a 1978 before serial number AG0,001 (last 6 digits of the VIN) due to the shape of the bumper.
