Rainwater in Fan Housing and Firewall Insulation

Rainwater in Fan Housing and Firewall Insulation
Since this problem involves "Fan Housing" I am posting it in HVAC forum.
After a heavy downpour , I am finding water inside the fan housing (seeping out of fan/housing joint) and also passenger side front corner firewall insulation material is getting wet (no water on floor yet) .
I verified that my heater core is not leaking . I also verified that my A/C condensate drain is unclogged and working properly. I also verified that water drain spots around cowl are unclogged .
I need some ideas how to diagnose this problem. Is the water coming from "air-intake" ? are there any seals around air-intake that needs to be replaced ? , why I have 2 wet locations ( firewall insulation material and the fan housing ) ? are they related or two seperate water leaks ? is it possible for water entering thru air-intake into the fan housing also finds its way to firewall ?
Any suggestions appreciated .
Thanks.
