Its pretty simple......how much room between your axle tubes and the bottom of your chassis frame?
I suspect less than 2.5 inches where it currently sits.
Lowering the truck = "raising the rear axle" relative to the frame.
There's no point having a plan to raise it 4 inches, if 2.5 inches will have the rear axle touching the frame. (Horrible experience)
If there's room to get your further 1 or 2 inches, either reversed eyes (easily done at your local spring shop) or raising your leaf spring mounts (by 1.5 inches??) should get you there....and cheaply!!

you should be able to get a couple inches moving the stationary mount at the front of the leaf spring up on the frame. also swap the rear shackle hanger side to side flipping them upside down. I would think that could get you 2". The other side to this is there will need to be new perches welded on the axle as these modifications will change the pinion angle.

I know your looking for low, but if the running board was fender bottom to fender bottom (as previously mentioned) and the same color like you already have planned ,I think your truck would have a perfect (in my mind anyway) rake and would look pretty cool, especially with some deep rims. By the way the PO's Idea of using bleacher materiel for the running board was genius.
